Willing to take action on water
Good decisions require good information. Clay will take a proactive, disciplined approach to water by ensuring the county clearly understands how population growth affects our most precious resource. He will insist on facts, data, and long-range analysis rather than assumptions or reactive decision-making.
While Kerr County Government has limited direct control over water resources, Clay understands that leadership still matters. By working closely with the Upper Guadalupe River Authority and the Headwaters Groundwater Conservation District, the county can be involved in the development of effective long-term plans that protect availability, quality, and sustainability.

Continuous Improvement Experience
The most successful organizations conduct annual reviews of their operation to enhance their successes and fix any problems so they don’t repeat them. Unfortunately, the county has no such program. Don’t you believe they should? Clay has implemented several highly successful programs of this type. With your support he will work with fellow Commissioners to implement such a program for the benefit of you, the taxpayer.

Long Term Planning
Efficient organizations are proactive – they plan ahead to foresee future requirements and don’t have to borrow money like the City of Kerrville to perform maintenance on the auditorium, and other city facilities. Wouldn’t you agree it would be smart for the County to be proactive and doing more to plan ahead? Clay wants to help the County identify and plan in advance for responsibilities coming down the road. A more efficient organization is one that can lower expenses and therefore, taxes.

Sadly, some are treating this race as a popularity contest. It’s an opportunity to enhance our county government’s capabilities, potentially lowering taxes and keeping them at a minimum. That can only happen when Commissioners with the Right Experience and Qualifications are elected to the Court!
